J.R. has more than 30 years of experience as an EMS provider, administrator and firefighter. J.R. founded the consulting firm in 1982 and has provided consulting services and seminars to hundreds of EMS and Fire Department organizations, hospitals and municipalities, across the nation. During his career, Mr. Henry has become well known as an expert in the area of ambulance service operations, management and reimbursement related issues.
From 1979 through 1999, J.R. served as the Executive Director of the Ross/West View Emergency Medical Services Authority. In addition to his administrative and consulting activities, Mr. Henry is a former Paramedic and Vehicle Rescue Technician. J.R. is a life member of the West View Volunteer Fire Department. He holds membership in numerous other local, state and national EMS organizations.
From May 2002 through July 2004, J.R. was the Managing Consultant at PWW Consulting Inc., located in Mechanicsburg, PA.
J.R. Henry currently serves as Mayor of the Borough of West View. Prior to his appointment as Mayor in 2006, J.R. served as an elected member of the Borough Council since 1988. J.R. also currently serves as President of the Pennsylvania Emergency Health Services Council and Vice President of the Allegheny County EMS Council.

Since the inception of Public Safety Marketing in 2003, Michael has provided marketing and fundraising services to dozens of EMS and Fire Department organizations throughout Pennsylvania. He has successfully coordinated more than 200 direct mail fundraising campaigns.
Michael gained considerable knowledge of the field of marketing during his time with the Pittsburgh International Science and Technology Festival. His marketing accomplishments with this organization include designing and publishing program books and assisting in the design and distribution of promotional posters and flyers.
Michael is a graduate of Duquesne University in Pittsburgh, PA, where he earned his Bachelor’s degree in Business Administration, with a concentration in Marketing. Michael also earned an Associate’s degree in Business Management from the Community College of Allegheny County, also in Pittsburgh, PA.
BONNIE TUOMALA

Bonnie has more than 13 years of ambulance billing experience working with municipal, fire department and private based EMS services. Ms. Tuomala also has vast experience in billing process management consulting and training of billing staff and managers across the country. Her clients range from small rural ambulance providers to large EMS ground / aeromedical services and medical billing companies.
Bonnie formerly served as a Contract Trainer for Ortivus NA (SweetSoft) and also was an Advanced Instructor for Ortivus User Group sessions across the country.
Bonnie specializes in evaluation and streamlining daily billing processes. Focus areas include: Billing schedule issues and problems which can lead to lost revenue, identification of time saving alternatives which can optimize the billing and coding process. She also is an expert in troubleshooting billing and software problems related to data entry, billing modifiers or other billing errors.
